High pressure removes the visible growth. It does not kill what is living below the surface, so the colony simply regrows from what is left. A biocide pre-treatment is applied first, left to dwell, and kills the organism through its whole depth. The surface then cleans up at far lower pressure and, more importantly, stays clean because there is nothing left alive to regrow.
