The owner pays for the condition of the building, the renter pays for their own mess. Under the Residential Tenancies Act in Victoria, serious mould or damp caused by or related to the building structure is an urgent repair and must be attended to immediately. Urgent versus non-urgent, and why the difference costs money.

The Residential Tenancies Act splits repairs into two buckets and treats them very differently. Urgent repairs are a defined list, and the ones that touch exterior cleaning are a serious mould or damp problem caused by or related to the building structure, a blocked or broken drain or gutter that is letting water in, and any fault or damage that makes the premises unsafe. Those have to be attended to immediately, not scheduled.

Everything else is a non-urgent repair. The renter gives written notice, and the rental provider has 14 days. If it does not happen, the renter can ask Consumer Affairs Victoria to arrange a repairs inspection, and then take it to VCAT, which can order the work and in some cases compensation. None of that is expensive to avoid: the jobs in question are usually a $150 gutter clear or a $250 path clean.

The other lever renters have is the self-help provision for urgent repairs. If they cannot get hold of the rental provider or the agent, they can arrange the urgent repair themselves up to $2,500 and must be reimbursed within 7 days of giving written notice. In practice that means a renter who cannot reach anyone about water pouring off a blocked gutter can call whoever answers the phone, at whatever rate that operator charges, and you pay it. A $150 to $350 planned gutter clear is a far better outcome than an unknown after-hours invoice.

Property managers should also keep in mind that the minimum standards which have applied to Victorian rentals since 29 March 2021 include a requirement that the property be free from mould and damp caused by or related to the building structure. That is a standard about the building, not about housekeeping, and it is the reason a persistent damp patch behind an overflowing downpipe is a very different conversation from a bit of green on a fence.

Access and notice: the bit that trips managers up.

Exterior cleaning is the easiest access job in property management, and it still goes wrong when notice is skipped. In Victoria a rental provider or agent must give at least 7 days written notice on the correct notice of entry form to enter for repairs or duties under the Act, and entry has to be between 8am and 6pm and not on a public holiday, unless the renter agrees to something different. A general inspection has its own limits: once every 6 months, and not in the first 3 months of an agreement.

The good news for an exterior wash is that nobody needs to be home. What we need is gate access, an outdoor tap, cars off the driveway and pets inside. That is a text message to the renter, not a rearranged day off work, which is why most renters will simply agree to a slot inside the week and waive the wait. Get the agreement in writing, keep it with the works order, and everyone is protected.

Two practical notes from doing this across the shire. First, windows and doors have to be shut for a soft wash, so tell the renter the day before. The vacate inspection, and what actually comes out of a bond.

The test at the end of a tenancy is whether the property has been left reasonably clean, and whether there is damage beyond fair wear and tear. Those two phrases carry all the weight. Fair wear and tear is the deterioration that happens simply because time passed and weather happened: the driveway going grey, lichen creeping across the shaded south side, algae on a fence under a tree. None of that is the renter’s bill, no matter how bad it looks in the exit photos.

What is the renter’s bill is their own mess and their own damage. Oil dripped from a car onto the driveway is the classic one, and it is worth understanding before you claim: a fresh drip usually comes out inside a normal clean, while a stain that has sat for two years has soaked into the concrete pores and needs a proper degrease and poultice at $300 to $500. In Victoria the bond is lodged with the Residential Tenancies Bond Authority and the maximum is generally one month’s rent where the weekly rent is $900 or less. Claiming against it requires evidence, so a dated photograph in the condition report at the start and a matching one at the end will settle almost any argument. If you want a defensible baseline, a $250 to $600 exterior clean between tenancies plus a photo set is the cheapest insurance in property management.

One honest caution for owners: do not use a vacate clean to fix five years of deferred maintenance and then bill the renter for it. A roof full of lichen is not something a departing renter caused, and a VCAT member will see that immediately. Book the roof clean as owner maintenance, claim it correctly, and keep the bond claim to what the renter actually did.

Repair or improvement: the tax line, in general terms.

For a property that is genuinely available for rent, the Australian Tax Office draws a line between repairs and maintenance, which are generally claimed in the year you pay for them, and capital improvements, which are written off over a much longer period. Cleaning sits on the friendly side of that line most of the time. An annual house wash, a driveway clean, a gutter clear, a roof treatment: these restore the property to its existing condition and are normally deductible in the year incurred.

Two situations complicate it. The first is initial repairs. Work done to fix something that was already wrong when you bought the property is generally treated as capital, even if it looks exactly like maintenance, so the big first clean on a tired investment purchase in Pakenham East may not be an immediate deduction. The second is anything that makes the property better than it was. Sealing a driveway that was never sealed, at $6 to $12 per square metre, or applying an anti-graffiti coating at $25 to $45 per square metre, adds something new rather than restoring what was there.

Not every rental needs everything. If the roof is Colorbond, sits in the open with no tree cover and gets a good rain rinse, it does not need cleaning every year and we will say so. If the render is on the north side and stays dry, it can go two or three years between washes. Where we do push is the entry path and steps, because that is the one item on the list that can genuinely hurt somebody and it is also the cheapest item on the list.

We also will not pressure wash a pre-1990 rental with asbestos cement eaves, sheds or fencing. Victorian occupational health and safety regulations prohibit high-pressure water on asbestos-containing material, and a lot of the older housing stock in the Pakenham township and out through Nar Nar Goon has it somewhere. And we do not do internal mould remediation, roof repairs, gutter replacement or painting. Is mould in a Victorian rental the rental provider's problem?
If it is mould or damp caused by or related to the building structure, yes. That sits in the Victorian rental minimum standards that have applied since 29 March 2021, and serious mould or damp of that kind is on the urgent repairs list, so it must be attended to immediately rather than inside the usual 14 days. Surface mould on the outside of a wall after four wet Pakenham winters is a different thing: that is ordinary maintenance, and a $350 to $600 soft wash deals with it.
How long does a rental provider have to fix a non-urgent repair in Victoria?
14 days from the day the renter gives written notice. If it is not done in that time the renter can ask Consumer Affairs Victoria to arrange a repairs inspection and then apply to VCAT. Is a slippery mossy path an urgent repair?
It becomes one when the premises are unsafe, and a green algae film on the only entry path of a home with an older or unsteady renter is exactly that. Below that threshold it is normal maintenance on the 14 day clock. Either way it is cheap: $80 to $250 for a path, porch and steps, or $180 to $320 if the standard double driveway is done at the same visit.
Who pays for the exterior clean at the end of a lease?
The renter must leave the property reasonably clean, which covers their own mess: cobwebs allowed to build up, a filthy barbecue area, or oil from their car on the driveway at $300 to $500 to remove. The renter is not responsible for fair wear and tear, so years of lichen on the roof or algae on a shaded fence stays with the owner. A full vacate exterior tidy of driveway, paths and a light house wash is usually $250 to $600.
Is exterior cleaning tax deductible for a landlord?
